The future democratic governance system of SORA using multi-body sortition with clear separation of powers. The SORA Parliament will replace the current Governance V1 system, implementing sortition-based democracy where citizens are randomly selected (not token voting) and must post XOR bonds for citizenship. Features multiple bodies: Rules Committee, Agenda Council, Interest Panels, Review Panel, and Policy Jury. Main task is allocating newly minted XOR to productive projects. In SORA v3, the Parliament will integrate with a hybrid DAO framework using Iroha Special Instructions (ISIs) for modular governance logic.
