SORA v2 currently uses Polkadot v1 Governance (also called Governance V1), which consists of a Council, Technical Committee, and Parliament with on-chain proposals and referenda. The future SORA Parliament will implement sortition-based democracy with random citizen selection, moving toward a hybrid DAO framework in SORA v3.
